What about reserving a text console and run a program in it that will
occupy a certain amount of RAM in shm segments (they're not swapped
out---am I right here?)? You would only have to switch to the given
console on the server (which should not require additional memory)
(which (the server) should be in a locked-up room) and CTRL-C aka kill
that program. Then there'd be memory to kill the offending process(es).
