The reboot/halt commands included with the last few versions
of sysvinit do exactly that (if you use "-i"):

HALT(8) Linux System Administrator's Manual HALT(8)

NAME
halt, reboot, poweroff - stop the system.

OPTIONS

-i Shut down all network interfaces just before halt
or reboot.
