I expect the problem is Netscape, rather than the Linux kernel. I've
found Netscape for linux to be very unreliable, and have often seen it
spiral out of control & chew up 90% of the CPU or more. Sometimes it
will right itself after a while, and other times I have to kill -9 it.
I have not been able to determine a specific cause of this bad behaviour
for Netscape, but it seems to happen more frequently when java and
javascript are enabled, so you might consider disabling those. You also
might want to check the output of top the next time you run into this
problem, and see if in fact Netscape is spinning out of control.
