It was actually the debconf script for debconf itself when upgrading to
debconf 0.3.36 using the web-interface. It got into some infinite
recursion loop somewhere.
So perhaps if you upgrade to Debian Woody the same will happen to you
-- unless they released a debconf 0.3.37 .deb already to fix this :-)

I'll see if I can write a OOM killer program tonight but my wife might
be unhappy about frequent reboots <g>
