2.3.9 itself is now out, so this is slightly irrelevant, but
yes, the ftp.[CC].kernel.org system also mirrors prepatches into
/pub/linux/kernel/testing/. Maybe some of the mirrors skip this (I don't
know if that's allowed), but my local mirrors all have the prepatches.
