Suggestion(?): new ioctl: "resolve hw address and update arp cache"

Hi,

There could be a new ioctl which returns the arp entry for an ip address
even if it's not in arp cache? If it's not in cache then kernel could send
a arp message and find it out. Or perhaps it could be better to include it
into the rtnetlink? I could use this kind of functionality with iwspy
ioctl calls (SIOCGIWSPY,SIOCSIWSPY).

Cheers,
