To be brutally honest... I gave up on APM after trying to figure out
why neither of my laptops would work properly.

Looks like they both have broken BIOSes (Pheonix Notebios 4.x crap or
something), so I've just side-stepped the issue and don't use APM.

I never fully read the APM spec, but based on other people comments,
the BIOSes make various Windows95 centric assumptions which sounds
reasonable as they don't like Win98 either.
