I haven't played with SMP [unfortunately I haven't got hardware] but

In 2.0.x kernels do edit linux/Makefile and uncomment line:
#SMP = 1
In 2.1.x kernels it is uncommented.

Hm, I don't know but it should be about 170% with 2 processors
[100% with one of course]. It is _never_ linear. [or at least as I have
learnt about it..]
