Winmodems use the host processor for all the fancy modem stuff.
Drivers are OS specific for them.

I have been given several Winmodem and have attempted to contact
people regarding information on these devices, but so far heard
nothing back.

Winmodems really do suck in almost every respect, however, I wouldn't
be surprised to see some support for them during 2.3.x.
