Device xx:xx not found by BIOS

Hi,
During boot up I get the following messages. These messages only
appear in the 2.1.x series, they don't
come up in the 2.0.x series:

I (think I) have tried changing all the kernel config options,
including:

PCI BIOS support
PCI direct access support
PCI quirks
PCI bridge optimization

but the messages still appear.
Anyone know what the problem is ?? or is my BIOS (PHOENIX) just a piece
of crap ?
