Relationship between 2.0.xx and 2.1.xx

Dear people,

As far as I know, 2.0.xx kernel is stable and for public use.
And, 2.1.xx is for developement use...

My question is what will happen to 2.0.xx if 2.1.xx became
stable and ready for public use.
Will the new stuff (such as QoS support using scheduler) from
2.1.xx be merged into 2.0.xx version?
