memory and buffers

I used to have 16MB of RAM and the 2.0.33 kernel. Then I added 16MB more
and compiled the 2.1.90 kernel.

But when I use the free command I notice that I have 24MB used, 7MB free.
When I was using the 2.0.33 kernel, running the same progs (right after
boot) I had about 10MB free out of 16MB. Does this have something to do
with the new kernel, or am I doing something wrong? (I also have about
60MB for swap.)
