Same here:

SIS5513: IDE controller on PCI bus 0 function 9
SIS5513: not 100% native mode: will probe irqs later
SIS5513: simplex device: DMA disabled
ide0: SIS5513 Bus-Master DMA disabled (BIOS), pcicmd=0x0001, ccode=0x1018a08, dma_base=0x0000
SIS5513: simplex device: DMA disabled
ide1: SIS5513 Bus-Master DMA disabled (BIOS), pcicmd=0x0001, ccode=0x1018a08, dma_base=0x0000

My BIOS doesn't have any parameters regarding DMA bus-mastering. I've
been told that boot parameters will be added to kernel, that will allow
overriding of BIOS settings (which are not adequate in our cases).

In fact, I tried one patch I've been sent, that turned DMA on, and
everything worked flawlessly. Unfortunately, it's very old.

BTW, it would be nice to make those boot messages little narrower, so
they fit in screen. Thanks in advance. :)

Bus-mastering is probably disabled by default, and Linux respects it.

Unfortunately, there's no way to switch it on right now, and that is
the main problem.

Same here.
Probably the new "APIC code".
