Official patch vs Unofficial patch

Some of us working on redeploying the linuxhq site have ran into a technical que
stion. What exactly is the differance between an offical patch and an unofficia
l patch? Is an official patch just the patch-2.x.x.gz for the kernel code, or d
oes it include other things?
Sorry that that this is slightly off topic, but we need to get a good answer so
that we can properly deploy the site.
