2.1.50 swapoff doesn't

At reboot, swapoff -a fails to swapoff. This has been happening for a
while, I hadn't mentioned it since it doesn't seem to be to big s deal. I
did apply the patch that corrects the info shown in /proc/swaps but it did
not help. No oops, swapoff just complains that there are no such files.
I have increased the number of swap devices to 16 and am using 9.
