2.1.25 fix for IP-IP tunneling, multicast routing

It would appear that the CONFIG_IP_FORWARD option was removed in 2.1.25,
however, one part of net/ipv4/Config.in still tests for it (making it
impossible to enable IP-IP tunneling or multicast routing). Below is
the minor patch needed. If anything more is needed, I wouldn't mind
hearing about it.
