I stand corrected, thank you sir. According to the FTp archive at tux.org,
2.3.99-pre1 appeared on Wed. March 15, 2000. It's right next to 2.3.9,
which dates to 1999, so I imagine it was simple reading error on my part.

My apologies. It's been in "freeze" for four months, not eleven or
twelve.
