Hm. That's a tricky one. Simply adding a test for whether devfs is to
be mounted at boot isn't a good solution, especially if mounting at
boot becomes less common (because of the persistence saving&restoring
scheme I came up with).

I think all we can really do is shrug and say it's a user-space
problem. I note that on Debian 2.2 (non-devfs kernel), /dev/root
doesn't even exist, and this doesn't seem to cause any problems.

It looks like the entry for / in /proc/mounts can't be relied on
anyway, so I don't see the need for hacking in some solution for
devfs.
