I think you are getting confused, though understandably so.
I just had a look at until-linux-2.10m. It contains files like
nfs_mount4.h
and I could understand you thinking that that was for mounting nfsv4.
What it is really refering to is version 4 of the "protocol" used for
mountd to give information to the kernel about mounting a filesystem.
version 4 for this "protocol" includes support for mounting NFSv3, and
other things (possibly mounting over TCP.. Trond could tell you).
The proposed patches provide support in the kernel for version 4, without
upseting support for all earlier versions.
So while I haven't actually tried it, it looks like util-linux-2.10m
does support mounting using NFSv3.
