Yes, it is a generated file, but it must be generated by
"loadkeys --mktable" using a loadkeys that was compiled
with the headers of the kernel defkeymap.c will be part of.

Now the relevant headers have not changed in over five years,
but still.. As soon as something there is changed, regenerating
defkeymap.c will be possible only for people who have rebuilt
loadkeys. It is better to have defkeymap.c as part of the kernel
source.
