silly question--preX-n patches

I have a silly question. Are the preX-n patches supposed to be
successive, in the way that, say, patch-2.2.15 is the next level from
patch-2.2.14

Reason I ask, is, I applied pre7, then pre8, then pre9-1, and pre9-2.
The pre9-1 to pre9-2 had a few problems, like some of the files were
already "patched", and some fuzzy offsets, etc.

So. should I apply pre9-n patches directly to pre8, or do them
successively?

danke,
