That sounds like a hardware thing. PC's put out a lot of electronic
noise.

The bad or missing 16bit sounds like you didn't set both the 8 and 16
bit channel information. What options did you load it with

The AWE32 driver. Make sure your PnP settings are right and see
the Documentation/sound/.. files. The AWExx stuff has some odd PnP quirks

You may be able to turn all the line and other inputs off and stop the
noise if its getting in at that level. If not you need to look at some
standard RF supression techniques[1], as well as take a hard look at the
omniwriter.

[1] ie move it as far from possible from the sound stuff, power it off
a seperate power ring, make sure it is properly earthed, put the case
back on if its in bits on your desk
