OK, got some more info here:

The kernel version is actually 2.2.5-15

The machine is an Olivetti Xana 53-120

hdparm -T /dev/hda gives 24.09 MB/sec (seems reasonable to me)

Trying various settings of hdparm -X n /dev/hda
didn't help.

FWIW, this machine is undeniably strange; the default RH6 boot disk
(which uses loadlin.sys ) would cause the monitor to go into
power-saving mode after loading the initrd.( I think it would continue
to boot actually, but the install process is sort of difficult this
way). Creating a lilo based boot disk worked fine.
