Not exactly. ARP cache belonds to kernel, or course. But it's not clear if
code to manage and answer ARP quieries said cache belonds to kernel -- it's
not really trivial (with things like proxy arp and such). Still it's not
really big and complex either and kernel-only solution already exists...
