It should be controllable by /proc/sys/vm/overcommit_memory.

This is unix, I'm afraid. You are expected to kill offending tasks
before memory starts going really low.

PS: 2.2.X has some bugs in this area (will happily kill init or
deadlock), go for 2.0.X
