Take a look in /proc/sys with recent (>=2.1.xxx) kernels.

AFAIK, ptys are dynamically allocated. Older kernels (thinking 1.2.x,
2.0.x here) were limited to 64, but I believe that there was a value you
could change to give you more or less of them.
