Read the lilo manual carefully. Especially the bit about disk declarations.
You can do it

If you want to reorder them then a simple way is to change the scsi ids

scsiinfo generates a Solaris style link far for disks. You just run it early
in boot and then only the boot/rootfs stuff is tied to disk order.
