Public domain is used in Wassenaar to mean no-cost. The problem is
that U.S. imposes unilateral rules beyond Wassenaar; in fact, the
U.S. brags publicly that the Wassenaar crypto regulations is just an
attempt to export the U.S. restrictions to other countries.
