2.2.3 can't detect any SCSI device

I've just upgraded my Dell PowerEdge 6100/200 (a 4 x PPro200 server)
running Redhat 5.2 from kernel 2.2.2 to 2.2.3, and at bootup 2.2.3
failed to find any of the SCSI devices. 2.2.2 was working perfectly on
this. This machine has a dual-channel Adaptec AIC-7880 controller. Both
2.2.2 and 2.2.3 was compiled using egcs-1.1.2pre2 with same
configurations, all statically linked in and no modules (I noticed that
CONFIG_IP_NOSR=y was removed by "make xconfig"). Compiliing 2.2.3 with
egcs-1.1.2pre3 gave the same problem and I think it may not be compiler
related.

Below are what I get when the machine boots up in 2.2.2:

-----------------------------------------------------------------------

Linux version 2.2.2 (hli@intel3) (gcc version egcs-2.91.62 19990224

Virtual Wire compatibility mode.

But 2.2.3 just gives:

scsi: 0 hosts.

Strangely enough, on another machine, a Dell Precision Workstation 410
dual PII 450 with also a dual-channel Adaptec SCSI controller
(AIC-7890/1 Ultra2 on one channel and AIC-7880 Ultra on the other) 2.2.3
still works fine:
