Yes there is. It is /dev/MAKEDEV and it comes with a man page. I used it to
create my joystick devices

Put this lines in your /etc/conf.modules:
alias ppp-compress-21 bsd_comp # ppp compression
alias ppp-compress-24 ppp_deflate
alias ppp-compress-26 ppp_deflate
