MAX_HEADER is set dependent on definition of used network features.
It's set too small if you define IPIP as a module, because
CONFIG_NET_IPIP is undef'ed in autoconf.h and only CONF_NET_IPIP_MODULE
has a value of 1. I don't even know if that causes any problem.
