Purpose of [start|end]_bh_atomic?

What is the exact purpose of start_bh_atomic() and end_bh_atomic()?
Reading the source, I can see that some drivers use these functions, but I
can't see how it is related to bottom half handlers.

Could anyone enlighten me?
