2.2.0p7 still keeps too much cache in low memory

Hi,

I think the subject says it all. In its default configuration, 2.2.0p7,
when booted in 4Mb or 8Mb RAM, seems to insist on keeping 1/3 of memory
for buffers/cache even when memory is _really_ tight.
