Updated PCMCIA package for 2.2-pre kernels

I've prepared a beta PCMCIA driver release, at:

ftp://csb.stanford.edu/pub/pcmcia/NEW/pcmcia-cs.09-Jan-99.tar.gz

which should compile cleanly against all the pre-2.2.0 kernels. This
release also correctly builds the APA1480 driver for pre-2.2.0 kernels.
