The problem is the timezone *code*. glibc 2.0.x (x<=7) contains a bug which
has been fixed for glibc 2.1. For details check the glibc bug
database at: http://www-gnats.gnu.org:8080/cgi-bin/wwwgnats.pl.
The bug is PR libc/863.
