This can already be done from userspace. I've used the vlock utility
that comes with RedHat 5.1 to do exactly what you describe. It also is
obtainable from:
ftp://metalab.unc.edu/pub/Linux/utils/console/vlock-1.0.tar.gz
Remember, 'man -k' is your friend.
