Tunneling problem - network unreachable

Hi all,

sorry if this is a FAQ (if it is, please don't reply to the list but
directly), but I can't get ip tunneling to work with a 2.1.131 kernel.
I set up my tunl0:

ter61911:/root # ifconfig tunl0 192.168.1.3 up
ter61911:/root # ifconfig tunl0
tunl0 Link encap:IPIP Tunnel HWaddr
inet addr:192.168.1.3 Mask:255.255.255.0
UP RUNNING NOARP MTU:1480 Metric:1

collisions:2 txqueuelen:0

(funny... 2 collisions before I did anything?)

Then I try to set the route:

ter61911:/root # route add -net 192.168.1.0 netmask 255.255.255.0 gw \
134.147.2.1
SIOCADDRT: Network is unreachable

So, what am I doing wrong? I can reach 134.147.2.1. I set up the other end
of the tunnel there (192.168.1.2) and when I ping from there to
192.168.1.44 and start tcpdump on the 2.1 machine, I see

17:41:20.794725 192.168.1.2 > 192.168.1.44: icmp: echo request (ipip)

so it seems to me that I am not totally wrong.
Any ideas?

I am using net-tools 1.47, btw.
