[SHOW-STOPPER] ISC DHCP still broken

Having the kernel reject an IP address of 0.0.0.0 breaks the ISCs DHCP client. During a Web-Search I couldnīt find any suitable solution for this. DHCPCD misses several important configuration options and the use of raw sockets is IMO the wrong way because it makes media handling worse. Also dhcpcd fails to acquire an IP address here sometimes.
