[BUG] serial IRQ not reported in /proc/interrupts

I am using three serial ports: 3f8/4, 2f8/3, and 3e8/12
The I/O-port and interrupts for the first and second are correctly autodetected but I have to set IRQ 12 manually with setserial. This change does not make it to /proc/interrupts where IRQ 12 is not listed thereafter.
