unstable interrupt handling on 2.1.x SMP

Hi,

I'm using an linux box with ECS P6FX2-A SMP(P6x2) board. It has
a DC-390 SCSI card. I have a problem for it.

On 2.0.34(non SMP):
# modprobe tmscsim
--- success, no problem. I can use my CD-R drive.
/proc/interrupt: 11 tmscsim+

On 2.1.x(SMP, same as 131ac10):
# modprobe tmscsim
--- it takes many time. Module is loaded, but no device found.
/proc/interrput: 17 IO-APIC-level tmscsim

With 2.1.x (SMP), device drivers (ne2k-pci, tmscsim) those PCI
devices recognized that their IRQ are over 15 seems not able to
handle its IRQ.
