It was 'defined' by Pope Gregory IV back in the 15th century, and
implemented worldwide by countries whose primary religeon was Roman
Catholic in 1582, when nine days were omitted from the calendar.
The UK, not being a Roman Catholic country, delayed implementing it
until September 1752, when what should have been the 3rd was instead
relabelled the 14th.
Russia implemented the change soon after the Russian Revolution around
the time of World War I in this century.
Other countries implemented it at different times still...and some
countries have never implemented it, although they mainly follow non
christian calendars anyway...
