Can I monitor PCI and IO space?

I am stuck a bit here. I need to monitor what a program, that I don't have
sourceaccess too, writes into PCI and IO space.

Can the Linux kernel help me with this, catch the writes and reads, and
send a copy to a program of my own?

/Stefan
