FYI, the "roving wiretap" that was stricken from the last round of bills
was added back in during a compromise committee meeting and the bill sent
to the President and it was signed. No vote from anyone save the few
members of the committee present at the wee-hour session. When asked why
she voted for inclusion, a local legislator who was on the committee
replied, "A friend of mine whose opinion I greatly respect told me that it
was OK."
For folks not familliar with US lawmaking, if our two houses pass slightly
different versions of a proposed law (called a bill), it is sent to a
compromise committee to have the differences worked out. The bill is then
sent to the President once the committee approves it. In this way, things
can be "sneaked" back into legislation even if both houses have removed
it. In this case, only the minimum number of members to qualify as a
quarum were present at it was after midnight.
