Because:
- nice19 gets 5% of CPU
- eats the full amount of memory and/or I/O such a program
needs
- multiple nice19 processes have a big impact on system
performance, 200+ idle processes hardly have any impact
on responsiveness (I tried it with 230 idle processes)
