where is ip_boot_agent?

Documentation/Changes mentioned that one should
"echo > 1 /proc/sys/net/ipv4/ip_boot_agent" to run bootpd,
but I can't find it (2.1.128)

one more thing, is /proc/sys/net/ipv4/conf/eth0/bootp_relay
needed to run bootpd?
