stale tulip driver in 2.1.128?

The drivers/net/tulip.c in 2.0.35 is v0.88.
The drivers/net/tulip.c in 2.0.36 is v0.89H.
The drivers/net/tulip.c in 2.1.128 is v0.83!

I've been replacing the driver in 2.1.xxx with v0.89H and recently
v0.90 for quite some time now with Kingston KNE100TX NICs with no ill
effects (whatever problems there are in v0.90 go unnoticed by me). If
there's a valid argument for not trying to get v0.90 tested and
stabilized for linux-2.2.0, then I'm very interested in hearing it!
