New MHz field in /proc/cpuinfo on ix86 platforms

When you have a chance to work with non-intel platforms on the
/proc/cpuinfo stuff, try and add/modify the new cpu MHz field too.

Right now, I have checked the sources and it seems only the Intel code
does the MHz stuff :/ (Apart from m68k which has the 'Clocking' field, and
PPC with 'clock')

I've bugged people in the past about it, we really really really do need
to standardise /proc/cpuinfo for all architectures. Right now it's a
hotchpotch of different terms. What a mess.

Maybe for 2.3.x we can put this right.
