That's the pager of Fvwm2. Sometimes it goes into busy loop when you exit X
without closing fvwm2 first (via Start->Exit Fvwm->Yes) - like with
Ctrl-Alt-Backspace or X server crash.

Haven't seen it take a lot of memory - it usually just wastes cpu time.
Never associated it with any problems I've had.
