Have you looked at the Cygwin project? I use it to get people familiar with
Unix commands. It uses Cygnus's newlib so *most* things as long as
they're not too hard core will compiile and cheerfully run. If you throw
an X Server on your machine, it will also act as a client to permit you
to run graphics from it.

Beta 20 is now out, so there are alot of improvements over previous
versions you may have tried.
