IP forwarding on 2.1.126?

I've got 2.1.126 running a quad Pentium Pro box with 2 ethernet cards.
I'm trying to get this machine to IP forward. I've managed to do this
before on a different machine running a 2.0.xx kernel, but some reason the
2.1.xx kernels just don't seem to want to do the IP forwarding. All the
/proc/sys/net files show the required "1"'s and everything looks ok, but
it just doesn't work!

Odds are I'm missing something obvious, but frankly I'm baffled right now.
As far as I know I'm up to date on all related packagaes.

Does anyone have any suggestions?
